Tender Participation Requirements:

All interested bidders are required to submit a Letter of Intent on their official letterhead, clearly stating their interest in participating in the ongoing tender process for the specified Tender Reference Number.


This Tender Application Letter must confirm the bidder’s full intention to participate in and comply with all requirements related to the particular tender. The letter should be duly signed by an authorized representative of the bidding entity and must reference the exact Tender Reference Number for which the bid is being submitted

NSPPB operates under the authority of the Public Procurement Act (2007) and aligns with relevant provisions in the Nigerian Investment Promotion Commission Act (2004), empowering it to:


  • Set and enforce procurement guidelines and standards for all state-level projects
  • Approve procurement plans and budgets of Ministries, Departments, and Agencies (MDAs)
  • Oversee and regulate every stage of the procurement cycle—from tender preparation to award and execution
  • Ensure that only verifiable, reliable, and qualified companies participate in exclusive tenders
  • Build institutional capacity across state procurement units
  • Monitor contract performance and enforce compliance with procurement laws
  • Maintain a centralized e-Procurement portal for transparency and accessibility

Supplier Selection and Contractual Procedures

Suppliers will be nominated based on:

  • Proven track record in procurement and logistics
  • Financial strength and integrity
  • Performance references and recommendations from their accredited local Agent/Representative
  • Technical capability and delivery timeframe
Bid Process
BID REVIEW STAGE
Evaluation of submitted proposals to assess compliance, pricing, and capacity of each bidder.
CONTRACT AWARD & SIGNING
Selection of successful bidder(s) followed by formal agreement signing formalities.
CONTRACT PAYMENT STAGE
Execution of upfront payments as specified in the contract.
Payment methods include Bank Telegraphic Transfer (TT), Wire Transfer, Letter of Credit (LC), or Government Cheque
